Background
Globally there has been a rising risk of Violent Extremism (VE), which has a direct negative impact on peace, security and sustainable development. In 2016 the UN Secretary General presented a Plan of Action to Prevent Violent Extremism to the UN General Assembly that provides a framework to tackle violent extremism through preventive measures addressing the drivers. The Plan calls for national and regional Prevention of Violent Extremism (PVE) action plans and encourages member states to align their development policies with the Sustainable Development Goals, many of which are critical to addressing global drivers of violent extremism and enhancing community resilience. In particular, Goal 16 on the promotion of peaceful and inclusive societies for sustainable development. In support of this developmental approach, there is a three-year UNDP-led project, “Preventing and Responding to Violent Extremism in Tanzania”, whose main objective is to support a preventive and developmental national effort for preventing and responding to violent extremism. The main counterpart of the project is the National Counter Terrorism Centre (NCTC), which is responsible for coordination on PVE work in Tanzania, as well as preparation of the envisaged National Strategy and Action Plan. The project will also involve relevant Government line Ministries, the Revolutionary Government of Zanzibar, the Tanzania Police Force, faith based organisations, civil society organisations and other UN agencies.
The indicative outputs of the project are:
National policy framework and intervention capacities strengthened to address the phenomenon of violent extremism
Improved interaction between security providers and local population in target areas
Increased livelihood opportunities for “at risk” youth in target areas
Responsible, quality and conflict sensitive news reporting supported, and public awareness and dialogue around violent extremism promoted
Community resilience to violent extremism strengthened
Understanding of violent extremism in Tanzania improved, better managed, and applied to prevention and response efforts
Gender and women’s active participation across all efforts to prevent and respond to extreme violence promoted in Tanzania.
The project is divided into two phases: a first phase focused on research, support to the inclusive preparation of a National Strategy and Action Plan, and the implementation of pilot projects in Zanzibar, Mwanza, Tanga, Pwani, Lindi and Mtwara. The second phase is dedicated to support implementation of the National Strategy and Action Plan once approved and adopted by relevant authorities.
Duties and Responsibilities
Functions/Key Results Expected
Provision of reliable and secure driving services;
Proper use of vehicle;
Day-to-day maintenance of the assigned vehicle;
Availability of documents/supplies.
The driver will work under the general supervision of the National Project Coordinator based in Dar es Salaam. The Driver will support project implementation by operating the project vehicle and:
Ensure provision of reliable and safe driving services by:
Driving office vehicles for the transport of UNDP staff, other high-ranking officials and visitors;
Delivering and collecting of mail, documents and other items; and
Meeting authorised personnel and visitors at the airport including visa and customs formality arrangements when required.
Ensure proper daily maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely changes of oil, checking tires, brakes, car washing, etc. Raise any concerns with the condition and roadworthiness of vehicle immediately to project management;
Ensure proper recording and use of the logbook and the dispatch book;
Ensure cost-savings on proper use of vehicle through accurate maintenance of daily vehicle logs, provision of inputs to preparation of the vehicle maintenance plans and reports;
Ensures availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, and necessary spare parts. Ensures that all immediate actions required by rules and regulations are taken in case of involvement in accidents;
Perform office support duties as required, such as photocopying, scanning, binding etc;
Perform any other duties as may be assigned by the supervisor from time to time.

The key results have an impact on the accurate, safe and timely execution of the project. Results also uphold the professionalism of the country office and maintain a high level of effectiveness and proficiency.

Required Skills and Experience
Education
Successful completion of Secondary School Education;
Formal driving qualifications from a recognised transport institution;
Valid Class “C” driver’s license that has been obtained at least 5 years ago.
Experience
Minimum of five (3) years’ experience as a professional driver;
Specific experience with UN or diplomatic organizations highly regarded;
Prior knowledge of the UN and UNDP administrative procedures preferable;
Outstanding safe driving record and strong orientation towards safety;
Adept in national driving rules and regulations;
Skills in minor vehicle repair and mechanics;
Basic computer literacy as an added advantage.
Language Requirements
Fluent written and spoken English and Kiswahili essential.
